What is a Travel Plan and Why the University needs one

Loughborough University Equality Impact Assessment» The new car parking permit charging structure will be delayed for one year whilst sustainable travel initiatives are put in place. It will now come into effect on 1 August 2012. All the detail of the new scheme, including the costs for the permits, will remain the same. The delayed implementation, however, will allow staff more time to consider the options available to them and to prepare for the changes by considering their own travel plans. Staff and Students will be required to apply on line for their permits this year. Disabled drivers will continue to park for free. A Green Travel Plan sets out to encourage staff to use alternatives to single-occupancy car-use and encourage greener, cleaner and healthier travel choices. Travel Plans are not intended to be anti-car, but simply to provide greater travel options. The Loughborough University Travel Plan is intended to provide a guideline of actions at the University over the next 5 years.
The overall aim of the Travel Plan will be to increase the rate of walking and cycling to the University whilst reducing the overall level of single-occupancy vehicle use. Within this there is additional scope for promoting public transport and car sharing. With 67% of staff travelling by car currently and over 50% living within 5 miles there is considerable scope to reduce car use and single occupancy.
The University’s strategic plan includes a commitment to leading environmental change in sustainability. This includes developing and implementing the sustainability of the campus. The University also has to meet targets set by HEFCE for carbon reduction.

The University also has obligations as part of planning permissions granted by Charnwood Borough Council. Charnwood Borough Council’s Scrutiny Panel on Loughborough University entrances and parking policies reported in February 2010. The panel’s recommendations to the University included actions in respect of Green Travel and car parking strategy and the implementation of a new Car Parking Management Strategy would enable the University to demonstrate significant progress against this action.
What was the Travel Plan based on?
The University has had a Travel Plan in place since 2006. The current Travel Plan is based on the results of staff and student travel surveys conducted in Spring 2010. The survey has provided a strong evidence base for this travel plan, and ensures that the targets and actions within the plan are achievable and realistic. View the University's Travel Plan»
What consultation has there been regarding the introduction of the new system?
The University consulted staff and students in depth via the 2010 Travel Survey. This received a 61.2% response rate from staff and 6.7% response rate from students.
The Executive Leadership Team has endorsed the new strategy and it has been presented at all relevant University committees over the last 12 months.
Unions have also been consulted along with the Local Authority and Highways department.
